This time is a very crucial time to open our eyes on each and every part of the administration system of Sri Lanka. Some people can say that it is an issue with the current government or its stakeholders. Some may even say, Sri Lankan Intelligence did not work properly or share the information to the relevant parties. Blame Game is another factor. But when it comes to this situation our system is compromised in many ways. Nowadays, technology, data management, high expert intelligence gathering, Cyber Security, education of forensic psychology, education on behavioral science play major roles to stop or minimize such terrorist activities.
So we need to focus on the next generation counter-terrorism methods to combat modern day cases on drugs and other related cases. But always, we need to respect innocent people on both sides. But severe penalties and punishments must be implemented on drug-related cases even though we have to respect EU or UN treaties. That is the Death Penalty.
Education is a major part because when we tackle with Terrorist Group like ISIS or Narco Terrorisms, we are lacking language knowledge of their dialects. I am not sure we are really open or ready to learn languages from Pakistan, Afghanistan, Syria, Iran, etc….. or include into our Education System. As you know if we test our Foreign Service staff language skills of those who work in those countries, it will give really good indicator whether we have trained our staff to get probable intelligence gathering from their sources or not. You can see how many kilos of Cocaine we have received through South American countries when we had the diplomatic missions in those countries.
The government needs to have a robust method to appoint such appointments because the public believes that the government is lacking their knowledge of those market’s legal or illegal trades. So I am not sure whether we share or getting information from DEA staffs who are working in those countries. DEA is playing a major role in those markets since Pable Escobar started its drug kingdom. Cali’s Cartel is another group as DEA eye on them those days. But where we stand now or so far as we have become only a transitional hub for International drugs smugglers. What we do with Ambassador appointments is that we give them a nice retirement vacations plan for them. Regardless the groups are old or new, they changed their tactics in a different way. One group can be started with a different ideology such as lack of education or some they do with a well-sophisticated education background.
When we compare with modern day technologies play a crucial part in these days terrorism activities. Even ISIS started in a small prison cell in Bagdad Iraq back then, they implemented an attractive social media campaign to attract highly intelligent and talented young professionals from highly developed western countries. They used many social media names under different names but to promote and spread their propaganda to attract young female Muslims girls.
Nevertheless, countries like Sri Lanka never believed or expected to be believed that our Sri Lankans would go to Syria or Iraq to get some training on ISIS methods a few years ago. So where did we miss and how we missed on those routes that our own Sri Lankans got training from? That is the not point, point here is how easily those well-educated and well off group who got brainwashed easily from their superiors from the ISIS groups all around the world. As Sri Lanka, a very small country, the risk assessments for foreign investment would need to undergo heavy penalties which means that in the long term we would lose Business confidence both locally and Internationally. Local law enforcement agencies need to get more supports such as technical and human resource from FBI, ATF, CIA from the USA mainly because they worked with countries such as IRAQ, AFGANISTAN, and Libya.
They knew as to how ISIS trained their people and made their bombs. We still do not know what kind of technical methods were used to communicate with each other within ISIS or similar groups in countries such as Syria and Iraq. So technology may be a key part of combating ISIS related groups. If you go back to 2015 as to how ISIS burning alive Jordanian Pilot rather beheading them, it was key changer of showing retaliation against coalition supporters in the middle east. It was their turning point as to how they brutality against their oppositions. So what should Sri Lankan government do stop rather making worse in Sri Lanka?
The bad part is that we have only seen that our politicians are blaming each other and pointing fingers at the Police Department so far. Some groups would say that it happened because the current government has remanded its Army Intelligence Officers. That was not the point to make that Police or their Intelligence Staff are incompetent to execute the duties that they have asked to do. They produced the Intelligence Report based on their finding and gave to Administrators on time. So where did we miss the document in between the process of going to the top decision making people in the country? Even in the middle of the process, some would not think as it was very serious enough to convince that would happen in the first place. This could happen to anyone at any time. So the blame game must be stopped.
